This paper provides a detailed account of what Bryan Bell refers to as
the "Intellectual Property (IP) Life Cycle", providing a summary of the conclusions of his research on knowledge management while Strategic Technologist for Frank Russell Company.
Topics discussed include: the three stages of the IP life cycle inherent
to any type of organization and how data should be best handled by software applications during its different stages. This paper was presented by Bell and Brown at XML Europe 1999.

This paper covers the business strategy behind the design and
implementation of the Russell Publishing System, an integrated
publishing and knowledge management solution that was built using commercially-available off-the-shelf software (COTSS). Custom code was only written when required to create the integrated graphical user interface for the system's "Russell BookBuilder" and "Russell ChartBuilder" applications and the "glue code" used to make the collection appear as a single solution.
This paper was later published as a chapter in The XML Handbook, written
by Charles Goldfarb and Paul Prescod.
